Rights and Governance

Human rights and necessity of law are important and recognized issues for human beings. Having rights means that people participate in making choices about their own lives, unleashing their own creative energies and strengthening social unity.

Sabalamby Unnayan Samity (SUS) has been implementing different rights and governance programs in Netrakona, Sunamgonj, Mymensingh, Jamalpur and Sherpur districts to strengthen the community and to ensure their access into justice and all sectors of their rights. A society like us that has high rate of poverty, unemployment, illiteracy, unawareness about rights & duties and lack of social security, it is very usual to have the strong existence of law violating manner, manipulation of justice and decadence morality. To get rid of such condition, it is necessary to make all tires of society aware about their civic rights, make the access very easier and cost effective for all to the justice and bring a transparency and accountably in every sector of the society. Otherwise, it will not be possible to create an ideal distributing platform of rights and existing services for all. In such condition, the poor, ultra poor and marginalized people become the main victims in everywhere just for their inability of getting justice and unawareness. Therefore, it is necessary to unite the mentioned segment of the community and strengthen them to claim their rights in formal way. Besides, it is also essential to make all the necessary services and supports available for them. Through its limited resources, SUS also provides some direct assistance to the victims of major violences like acid violence, raped women, victim of physical torture or divorced women through shelter home support and other capacity building assistive elements. The work approach under Rights and Governance theme is very dynamic consisting of different components. An important part of the work is to focus on strengthening governance of already existing groups by making them sensible and transparent. SUS is working with local level community

Program/project
Gender and Social justice

SUS initiated “Gender and Social Justice” project at 4 unions of Netrakona sadar upazila in 2007 with the financial assistance of Ain O Salish Kendra (ASK), Dhaka with a view to increase the opportunities of legal justice for the destitute people to ensure the accountability of local administration and people’s representatives and to eradicate existing social discriminations. At present, SUS is working directly and indirectly with 1,02,000 people under 120 villages of Mougati, Kailati, Laksmigonj and Challisha unions of Netrakona upazila of Netrakona district. As consequence of those works, the organizations such as: Manobadhikar Songrokkon Parishad (MSP), Manobadhikar Nari Somaj (MNS), RTI Task Force, National Human Rights Commission (NHRC) and Manobadhikar Aijibee Parishad (MAP) are working at local level as voluntary basis.

Stop Violence Against Women (SVAW)
SUS initiated stop violence against women network in Netrakona district with like-minded organizations in July 2003. The SVAW network has been working at 6 upazila i.e. Atpara, Modon, Mohangonj, Barhatta and Purbadhola since 2006. In each of the upazila, there is a 15 members executive committee, 5 members advisory committee and 40 members general committee. Netrakona district SVAW committee acquired the membership of National Forum of Violence against women in 2006. The network has covered 29 districts in Bangladesh. Netrakona network is working for stop violence against women and Network has been reformed in 2012.

Facilitate Activism for Just, equitable and accountable Society (Access to justice)
The project has been implementing it activities with a view to create access of grass root people into justice at 37 unions of 9 upazilas under 4 districts (Netrakona sadar, Atpara, Barhatta, Kendua and Purbadhola upazila of Netrakona district; Mymensingh sadar and Muktagachha upazila of Mymensingh district; Jamalpur sadar upazila of Jamalpur district and Sherpur upazila of Sherpur district) with the financial assistance of Manusher Jonno Foundation (MJF), Dhaka, Bangladesh. This project is working with 5 specific issues such as: Activate village court; Activate Salishi Parishad (Arbitration Council); Activate Government Legal Aid Fund; Ensure access into information by activating the law of Right To Information (RTI) and Ensure modern salishi.

Shelter Home Project
-A home for the victim women.
This project is now providing shelter for social victims, widowed, abandoned, divorced women and young adolescent girls without parents for maximum one year with a view to make them self-reliant and rehabilitate in the society through increasing their capacity for achieving economical self-dependency, changing the livelihood condition of victims and abandon adolescent and women in the family and society and making them aware on health, law and legal rights. Total provision of deprived women: 10.

ACCESS: Access of women in social, political and economical sector
SUS has been running the project since January 2012 at Kailati union under Netrakona sadar upazila of Netrakona district with a view to create friendly environment to participate, taking decision and getting legal justice at social and family level; getting services of different government and non-government institutions; increase access of women in empowering process; ownership of women in production process and resources; increase economical capacity; establish their rights and proper application of laws and rendering people’s opinions at local level. In 2013, it was expanded at Singher Bangla union of Netrakona sadar upazila and Noapara and Kandiura unions of Kendua upazila. The activities of the project are being run by forming Nari Murcha (Women group) with 400 advanced women from 40 villages, 20 spouse groups with the husbands of members of Nari Murcha, 2 school forum with 50 students of 2 schools under 2 unions of 2 upazila, 4 Jono Murcha (Pressure group) with 21 members at 4 unions from the representatives of 4 Nari Nirjaton Protirudh Committee (NNPC). Besides, different awareness raising activities have been taken for ensuring involvement of women along with acquiring facilities of education, health and agriculture standing committee of union parishad (UP). They celebrate national and international days related to women rights and women empowerment.

Ensuring Effective Legal Aid Support Service (EELASS)
Sabalamby Unnayan Samity (SUS) has been implementing the project since August 2013 at 3 unions (Kailati, Medni and Mougati) under Netrakona sadar upazila of Netrakona district with the financial assistance of Manusher Jonno Foundation, Dhaka. According to government gazette, there are 15 members committee at union and upazila levels. Different programs are taken at unions and schools along with arranging bi-monthly meeting with committee members so that the targeted people can get the opportunities of legal aid fund.

Justice Reform and Corruption Prevention (JRCP)
The law and justice department under Law, Justice and Parliamentary Ministry and Corruption Prevention Commission has launched the project “Justice Reform and Corruption Prevention (JRCP)” jointly in Gopalganj, Mymensingh, Comilla, Madaripur and Rangpur district of Bangladesh since July 2013 and will be continued upto June 2016 with technical assistance of giz, German. The goal of this project is “To run corruption preventive activities with the participation of government institutions and community people with a view to ensure overall development of the country by making easier access of people in judicial system, further accelerating judicial system and reducing corruption”. The main objectives of this project is “To play active role for overall improvement of criminal code through necessary reformation”. SUS has been implementing this project in Mymensingh sadar and Muktagaccha upazila of Mymensingh district since 1 January 2014.

SHARIQUE III
SHARIQUE – a local governance project was started since November 2007 in Dharmapasha upazila of Sunamgonj district by the assistance of HELVATAS Swiss Inter Cooperation (IC)-Bangladesh. Phase-III has been started in June 2014 at 3 upazila (Derai, Shalla and Jagannathpur) of Sunamgonj district. SHARIQUE helps the UPs with technical and financial support. It provides various services such as: Financial management, UP planning process, gender analysis, RTI, ward level planning, budget preparation, budget sharing, review budget, GO/NGO coordination meeting etc.

Survivors network for prevention and better inclusion
SUS has been implementing this project since September 2014 at 13 upazila of Mymensingh district with a view to rehabilitate the victims in the society through establishing their rights. Total victims: 123.

Promotion of Equitable Society by Ensuring Access to Justice (Community Legal Services-CLS)
SUS has been implementing the project since 1 September 2014 which will be continued upto 31 March 2017 with a view to i) To organize and strengthen CBOs at grass root level for protecting human rights and ensuring community legal service; ii) To ensure effective Shalishi (mediation) through active participation of CBO member; iii) To avail legal support opportunities through activating and strengthening arbitration council and iv) To improve government legal aid fund utilization rate towards poor and disadvantaged people at 4 upazila of Netrakona district and 4 upazila of Mymensingh district.
